Through a grant funded by the U.S. Department of Energy, Office of Indian Energy, the Southwest Alaska Municipal Conference (SWAMC) is working with partners in the Aleutians, Bristol Bay, and Kodiak to help Southwest communities develop energy projects and build human capacity to tackle energy issues. This work is done to enhance community resiliency and energy sustainability, with the end goal of developing financially sustainable structures capable of identifying and developing energy projects for years to come.

Work under this DOE-funded grant started in October 2016 and runs through the end of September 2019. We hope to continue providing energy project assistance in 2020, and we are applying for a third round of this grant. The project has 3 objectives (listed below) and associated goals which aim to support the overall project purpose to advance energy efficiency, renewable energy, and energy education efforts in Southwest Alaska.

Objective 1: Build in-region technical and management capacity including:

  • Regional Energy Coordinators in the Aleutians, Bristol Bay, & Kodiak
  • Technical Assistance Panel
  • Communication and data management systems
  • Energy education & training

Objective 2: Demonstrate improved capacity by identifying and developing energy efficiency, heating, and power supply projects that reduce community costs, improve energy systems, and utilize alternative sources of energy including:

  • Energy Efficiency projects:
    • Increase awareness
    • Baseline data collection
    • Analysis, incl. energy audits
  • Heating and power supply projects. Help move communities to the application-ready stage, so they can pursue:
    • Reconnaissance
    • Feasibility
    • Concept & design
    • Construction

Objective 3: Develop regional energy management structures that are financially sustainable including:

  • Secure long-term funding for energy coordinator positions
  • Energy planning incorporated into project development region-wide
  • Support Utility operator and manager training
